The HKSAR Government turned a deaf ear to Hong Kong People’s appeal for a genuine universal suffrage, aggravating the resentment and widening the split between the people and the government. Hong Kong police used ruthless force to expel unarmed citizens, inflicting injuries on demonstrators. PTU express severe indignation, seriously condemn the street violence, and the brutal actions implemented by the HKSAR Government.

MR IP KIN-YUEN (in Cantonese): Deputy President, first of all, I wish to ask the Financial Secretary a few questions sincerely. Although the Financial Secretary is not in the Chamber now, I hope he can answer an important question seriously: Is education an investment or is it purely a kind of consumption? In the Government's mind, is it willing to make greater and longer-term commitments to education? The education sector often hears the claim that between the quality of education and making savings, when such an issue is presented before the Financial Secretary, he would often choose the latter. Even though some good plans are proposed, they may not be able to get pass the gate manned by the Financial Secretary. I hope that the Financial Secretary can state his case clearly in his reply later on. Is the Financial Secretary willing to provide support in terms of expenditure for the sake of actual development in education? If there are good plans requiring recurrent expenditures, will he be willing to adopt them.......

MR IP KIN-YUEN (in Cantonese): Deputy President, I think we all acknowledge the importance of mathematics, for the learning of mathematics is not only about doing mathematics questions but also involves the training of important abilities like reasoning and logical thinking. Hong Kong has been on the top of the list of global ranking in mathematics standards. Hong Kong students have proved their outstanding performance in this area in international competitions and rating. The credits should go to mathematics teachers in kindergartens, primary schools, secondary schools and universities. They deserve our applause and salute. Thanks to the efforts they made, Hong Kong has attained achievements in which we have taken pride......
Stepping up the promotion of primary healthcare development and improving healthcare services for elderly people

MR IP KIN-YUEN (in Cantonese): President, we hope that the elderly can be provided with proper healthcare, not to be dependent on others, but to be well tended and live their lives to the full.
President, I am the representative of the education sector. As in the case in most other sectors, principals and teachers of public schools shall retire at the age of 60 under normal circumstances. According to the statistics on primary and secondary school teachers provided by the Education Bureau, in 2009, the age median of primary school teachers was 36, and three years later (that is, in 2012), it became 38 which was an increase in two years within such a short period of time......
